
Tivoli Village has put together our Transition Team to serve as a communication outlet as our HOA transitions from developer control to our control. The transition team consists of Tom & Marucci Beard, Bohn & Carol Williams, Jimmy & Angela, Secretan, Geraldine Biringer and Andrea Wesser. If you have any concerns or comments about the community please let one of us know and we will do what we can to help.
During the first transition team meeting we selected parking as the community issue to work on first. After much deliberation we came up with four specific "situations" that needed the attention of our HOA and to our present surprise the developer has agreed to them all. They are: 1. No on street parking with exception of deliveries. Airport Towing would have the green light for towing any car parked on the street. 2. Each home should be provided with one hanging visitors tag to be used for parking in designated spaced around our lakes and pool. Lost tags can be replaced for $50. Any car without a tag can be towed by Airport Towing when called by someone on the transition team. 3. We need at least one handicapped space around each lake. Also, the existing space by the pool needs to be repainted. 4. "No Parking" areas painted in front of each of the mailboxes. A timeline for implementing these changes has yet to be established. As soon as we know something it will be forwarded to you.
The transition team also asked for a Pool Hours sign be purchased and installed. The sign would detail the pool hours as open Dawn to Dusk or 8:00 am to 8:00 pm. We hope to keep our non residents from our pool area with this sign. OPD has notified us it is easier to enforce trespassing rules with such a sign.

Also I would like it to be considered that the designated parking places by the lakes, etc. be used as guest parking. I understand the need for the on street towing, however when a resident does have a guest, it would be nice if they could utilize these spaces. It is my understanding that this is what they are intended for..not additional resident parking so that you do not have to do the two car shuffle in your own driveway. We do the two car shuffle every day so I understand, however I do not think it will be fair to have our guests towed because residents do not use their own drive ways. Now if your driveway will not fit more than one car that would be an exception. We all have family and friends that like to visit so keep this in mind.
I could not agree more that the spaces around the lake should be for visitors and not a residents second car. We all knew we bought homes with one car garages so we all knew we would have to play the car shuffle each morning. Even those homes that can only park one car in the driveway can park one in the garage. If you see your neighbor consistently parking around the lake and leaving say something. Ask them why they are doing that!
I think we may be losing focus on the real issues in our community. However, the parking situation and suggested solutions seems to be getting out of hand. It seems that you are only focusing on street parking and parking around the lake. Street parking is definitely a problem because it can hinder safety vehicles getting around the community and poses a safety issue for our residents moving around the community as well. The problem with your idea of the parking around the lakeand the pool is that it is off street parking which is through out the community and not just around the lake and pool. The other side of the community also has off street parking. If parking around the lake and pool is to be for visitors only; then all off street spaces being equal, all off street parking throughout the community will have to be designated visitor parking only. Doing a rough guess, that would be about 60-70 off street parking spaces designated for visitors only which doesn't make sense. I do not agree these spaces should be for visitors only. As long as residents do not violate City of Orlando parking ordinances in these off street parking spaces, residents should be allowed to utilize these spaces. Not everyone utilizes their garages for parking of vehicles including some of the transition team. Residents should not punished for utilizing their garages for other purposes than parking of a second vehicle. One may want to consult an attorney which specializes in HOA guidelines before any item is passed because it looks like we may be heading down a slippery slope which will cause more problems than solutions.

We can have this philosophical debate on parking over and over again but the reality is the spaces around the lake will be open for both resident overflow and guest parking. Each residence will be given 1 guest parking pass to be used however you like.
In reference to the transition team, i personally asked residents on more than once who would like to participate with this group and the four homes that reponded are participating. I would love if more people participate in community activites. Please let me know how you would like to help. I think having parking decals for visitors and towing violaters is a VERY bad idea. Part of the reason we bought a house is so that we can have friends and family over without having to worry about parking (vs. living in a controlled apartment building). What happens if people decide to have more than one visitor? In this market, I think having decals and towing will be a deterrent for any potential home buyers. If I knew that this would a possibility, then I would never have bought here. I understand that cars in the street are annoying, but I don't think it hurts as much as the frustration of such parking regulations.
Handicapped areas by the pool and in other areas will be painted and marked within the next couple of weeks. Proposals for service have been received and are being reviewed. Areas in front of the mailboxes are being painted for no parking also.

Vehicle tags have been ordered and should be in within the next week. Only one tag with the unit number will be sent to all units currently owned. Tags will say "Tivoli Village Guest Parking".
Pool hours sign has been purchased. We are just waiting for the vendor to install. It states 8 a.m to 8 p.m as open hours.

I agree w/ Christine. My wife and I bought a home so we didn't have to worry about insignificant parking rules like these. The community has not voted on any such parking policy. We can't have 2 or 3 people making these decisions for an entire community. I refuse to do the two car shuffle. I have contacted my lawyer and we are going to take legal actions if my car(s) gets towed for these ridiculous parking rules. Frankly, I don’t think this is the best way the new HOA should be introducing themselves to the community. The new HOA should be trying to help the few remaining homeowners in the community. Can we focus on more meaningful issues like fixing the fence?

Thank you for taking the time to read our blog and posting your opinion. We have more than 170 different owners in our development and so few share their opinions or suggestions.
As you know, this is a deed restricted neighborhood and as such residents of the community must follow the rules as established by our home owners association(HOA). As it stands now, and will continue until 90% of the neighborhood is built and sold, our HOA is controlled by our developer. This means it is our developer that makes all decisions concerning HOA by-laws.
Per the request of our HOA director, currently our developer, a transition team was created. The function of this team is to make suggestions to the HOA on behalf of the Tivoli Village residents. The team was created on a volunteer basis of residents in good standing. I personally sent out an email inviting residents to join and those that responded were put together as the transition team.
The recommendations we have made have been exactly that, recommendations and ones that will be implemented at the will of the HOA.
The intention with the changes to parking was to get those cars that park on the street to park in a space. The inherit dangers of cars on the street are just too high as well as the overall rag tag look it gives our development only goes to lower our home values. For the common good of all the residents we recommended those changes to the HOA bylaws and I believe they have been approved by the HOA.
