Fence Partitions

After speaking with many residents in our community and looking at the poll votes on the blog it is obvious residents have some concerns about the installation of fence partitions in our backyards. These issues I heard were:
1. It's not providing any privacy.
2. A 6 foot fence will block the beautiful views people have in their backyards.
3. 20 feet is not far enough.

Realizing it is impossible to make everyone happy we believe we have come up with a compromise that will satisfy the concerns of most owners. Here is our proposal ... each resident is allowed to install a 3 foot black metal fence, similar to the ones on the outside of the neighborhood, that extends 24 feet from the back wall of each building.
This is a fence that would allow us all to keep our wonderful views, provide us with a limited area of privacy to keep the dogs & kids on our property and something we can finish enclosing at a later date. For end units, what about bringing the fence down between the two buildings to about the front doors?

Please!!! No fences. It will just end up looking cluttered and also, people will start leaving their pets outside all of the time.
